援疆工程项目社会影响评价探析

Assessing the Social Impact of Aiding-Projects in Xinjiang

文章通过对援疆工程项目由来回顾、现状描述。依据社会影响评价基本理论,立足于新疆政治、经济、文化、地域特点,以期建立援疆工程项目开展社会影响评价的指标体系。运用层次分析法构建判断矩阵,进行层次单排序、总排序,分析确定各评价指标的权重。结果表明:社会和谐与促进区域经济发展在援疆工程项目开展过程中具有同等重要的地位。

With a review and the current description aiding-projects in Xinjiang, this article, in line with the basic theory of social impact assessment and in light of the political, economic, cultural and regional characteristics in Xinjiang, aims to build up an index system evaluating the social impact of aiding-projects in Xinjiang. It uses AHP to construct the judgment matrix, and to carry on the level of single ordering and total ordering to determine the weight of each evaluation index. The results show that the social harmony and the promotion of regional economic development are equally important in carrying out aiding-projects in Xinjiang.
