在全球化和市场化背景下,许多国家的高等教育越来越体现出市场的特征,形成了高等教育市场,或者使原有的高等教育市场得到了进一步的发展。高等教育市场是指以市场的方式配置高等教育资源,它是一种准市场和不完全市场。高等教育市场的形成具有深厚的理论与现实基础,理论基础包括新自由主义、知识商品观和高等教育私人产品观,现实基础包括高等教育规模扩展、高等教育财政紧张、福利国家撤退和国际组织推动等。
In the contexts of globalization and marketization, higher education in manycountries increasingly incarnates characteristics of the market, leading to formation of mar-kets or further development of existing markets in higher education. Markets in higher edu- cation mean allocating higher education resources by way of market. They are a kind of qua- si-markets and imperfect markets. The formation of markets in higher education has its solid theoretical and practical bases, including neo-liberalism, concept of knowledge as commodi- ty, and higher education as a private good in theoretical dimension, as well as expansion and financial austerity o{ higher education, retreat of welfare-state, and push of international or- ganizations in practical dimension.
