摘要
城市设计的重要特征是在建构目标的同时，“设计”实现目标的措施，具备明显的过程特征，因此有必要研究具有连续决策特征的渐进管理过程。作者从分析城市设计作用的过程特征及法理基础来认识城市设计的作用。
Urban design is characterized by _designing_ the way to the goal while constructing it. Because of its distinct feature of progressiveness, it is necessary to study the progress of its continuous management which is effective under continuous decision-making. The author presents the role of urban design by analyzing its progress and legal basis.
