主体与后盾:根治海河运动中的生产队角色

Main Body and Backing:the Role of Production Team in Permanently Harnessing the Haihe River Movement

在人民公社时期开展的根治海河运动中,基层集体生产队承担了重要角色。生产队不仅为治河提供劳动力,成为根治海河的主体,而且帮助解决工地上的各种问题,成为根治海河的后盾。而这两大功能的实现,使生产队付出了沉重的代价。根治海河运动中,除建筑物由国家直接投资外,国家与生产队负担的其他各项开支比例基本达到1:1。生产队负担过重,与国家补助偏低、政策没有适时改变和基层干部作风有关。由于生产队负担重,在一定程度上影响了农村的发展,也成为根治海河运动难以为继的主要原因之一。

During the movement of permanently harnessing the Haihe River the grass-roots collective production team undertook an important role. Production team not only provided labors to harness Haihe River and became the main body of permanently harnessing the Haihe River, but also helped solve the problems on the site and became the backing of permanently harnessing the Haihe River. The realization of those two functions made production team pay a heavy price. During the movement of permanently harnessing the Haihe River, in addition to the buildings in- vested directly by the country, the proportion of the expenses bore by the country and production team basically reached 1： 1. Production team was overburdened which had related with low state subsidies, untimely changed poli- cies and grassroots cadres＇ working style. The heavy burden of production team affected the development of rural ar- eas to a certain extent and became one of the main reasons that the Haihe River movement could not be sustainable.
