Developmental Difficulty and Systematic Reconstruction of Contemporary Chinese Social Organization

在正处于快速转型与深刻变革中的当代中国,社会组织作为公共社会服务职能的一个重要承担者,不仅关乎社会管理体制的创新与发展,也成为权衡当下社会建设成熟度、稳定性和民主化的一项重要指标。然而,尽管近年来我国社会组织发展迅速,体系逐渐完备,社会管理功能也逐渐强大,但仍未摆脱面临的诸如观念变革、合法性和独立性缺失以及公信力不足等困境和问题。如何走出困境、克服难题,尤其是重新进行社会组织立法的制度安排与设计,就成为新时期的重大理论任务和实践课题。

China is confronted with rapid transformation and deep level of reform and against this background, social organization as a bearer to serve society is related to the innovation and development of social management system as well as an important index to judge the maturity, stability and democratization of the society. However due to problems such as reform concept, lack of legality and independence as well as lack of public trust, it is a great theoretical task and practical subject to get out of difficulty, overcome problems especially to plan and design legislation of social organization although it develops rapidly with a more complete system and greater social management function in recent years.
