Great achievements have been made in Lijiang because of its unique natural and human resources and Lijiang has become an open frontier area from a remote city. With the implementation of western devel- opment and the policy of ＂bridgehead＂, Lijing must take advantage of the cultural resources to establish tourism of quality and improve the quality of tourism through ＂three Heritages of World＂, which is to make the cultural priority stand out in the development of tourism.
