北京海淀区基层医院计划生育技术服务现状分析

Current status tamily planning technical service in primary medical institutions in Haidian District

目的了解近年来北京市海淀区基层计划生育技术服务医疗机构的现状，为基层医疗机构计划生育管理工作提供依据。方法对2011年北京市海淀区43家基层计划生育医疗机构的手术量、人员构成、硬件设施进行分析。结果①海淀区基层计划生育医疗机构43家，占海淀区计划生育医疗机构的63．2％，2010年10月1日至2011年9月30日上报的计划生育手术例数为6554例，占海淀区计划生育手术总例数的9．4％；②海淀区基层计划生育医疗技术服务人员87名，专科学历43名，占49．4％，主治医师职称56名，占64．4％。学历、职称在一、二、三级医疗机构分布有明显统计学差异（X2=1641．000，P=0．00；Xz=30．628，P=0．00）；③根据《北京市医疗保健机构计划生育技术服务基本标准》，基层计划生育医疗机构手术室符合三通道要求的医疗机构有10家，占23．3％；有独立宣教咨询室的医疗机构13家，占30．2％；有术后观察室的医疗机构18家，占41．8％。结论①基层医疗机构计划生育技术服务的硬件设施、人员技能力量薄弱；②基层医疗机构计划生育技术服务模式亟待转变。

Objective To understand the current status of family planning technical service in primary medical institutions in Haidian District in recent years, so as to provide basis for management of family planning in primary medical institutions. Methods Analysis was conducted on the number of operation, personnel and hardware facilities of 43 primary family planning medical institutions in Haidian District in 2011. Results There were 43 primary family planning medical organizations in Haidian District, accounting for 63.2% of family planning medical institutions. The reported number of family planning operation from October 1 in 2010 to September 30 in 2011 were 6 554, accounting for 9.4% of total cases of family planning operation in Haidian District. There were 87 technical service personnel in Haidian District primary family planning medical institutions, of whom 43 had college education, accounting for 49.4%, and 56 were attending physicians, accounting for 64.4%. There were significant differences in degree and professional title among first, second and third medical institutions （X2 = 1 641. 000, P = 0.00 ;X2 = 30. 628, P = 0.00）. According to Basic Standard of Family Planning Technical Service in Medical and Health Institutions in Beijing, there were 10 primary family planning medical organizations in accordance with three channel in operation, accounting for 23.3% , 13 with independent education consulting room, accounting for 30.2% , and 18 with observation room, accounting for 41.8%. Conclusion The hardware service facilities and staff skills of family planning service in primary medical institutions are weak. The family planning technical service mode of orimarv medical institutions needs to be changed.
