本文运用多学科融贯的综合研究方法,多层次、多侧面、多视角地剖析城市规划社会绩效弱化的原因,并为城市规划机制调整策略的提出提供理论支撑。论文按照提出问题——分析问题——解决问题的技术路线进行研究。参照城市规划的社会效益,发现城市规划社会绩效弱化表现在目标偏离、作用错估、权威受损与利益失衡等方面。同时,系统地分析了规划绩效弱化的原因包括对基本目标把握上的失衡、制度建设方面的不完善、学科的发展及专业队伍建设的问题以及来自规划工作领域之外的因素的影响等。在此基础上,提出了包括提高城市规划科学性以及完善城市规划制度等提升城市规划绩效的策略。
