The paper does a research focusing on the suggestion advocated by Shiga Naoya on the reform of Japanese national language, analyses the linguistic ideology of both Shiga Naoya and his opponents. It can be seen that the theoretical basis of Shiga Naoya＇ s opinion on the reform of Japanese national language is the theory of language as a tool. Through the research on the linguistic ideology of both Shiga Naoya and his opponents, the contention be- tween the theory of language as a tool and language nationalism is indicated.
