县域政策性农业保险亟需解决的突出问题——以吉林省榆树市为例

The Problems of County Policy Agricultural Insurance

为了解政策性农业保险的开展情况及其在分散、转嫁农业风险、补偿农业损失,稳定农业生产等方面的情况。我们通过走访政府部门、保险公司、农户的方式,对榆树市近五年发生的农业自然灾害情况,农业保险投保、理赔情况做了一次专项调查。结果显示:农业保险在分散、转嫁农业风险方面起到了一定的积极作用。但也存在一些突出的问题,亟需解决。

In order to understand the policy agricultural insurance development situation and dispersion, shifting agriculture risk compensation, agricultural losses, stability of agricultural production and other aspects of the situation. We visited government departments, insurance companies, farmers to make a special investigation or agricultural natural disaster in the recent five years occurred in Yushu City. The results show： the agricultural insurance in the dispersion, shifting agricultural risk aspects has played a certain positive role. But there are also some problems need to be solved.
