广州市狂犬病防治工作中存在问题与改进措施的探讨

Approach of present problems and improvement measures about rabies prevention and control work in Guangzhou city

目的通过分析广州市狂犬病防治工作中存在的问题,探讨具有针对性的改进措施。方法走访广州市各行政区域,了解当地狂犬病防治工作的组织架构、资金来源、疫苗价格,了解当地对于狂犬病防治的宣传工作。结果广州市在狂犬病防治工作中目前存在政出多门,联系机制不完善,难以形成监管合力;管理资金缺乏,管理人员积极度不够;犬只市场无序流通,检疫工作困难;公众养犬大量增加,但注册率、免疫接种率低;对狂犬病的宣传力度不够,群众对狂犬病的危害性认识不足。结论为有效控制广州市狂犬病流行,建议完善地方法规,加强监督,完善奖惩制度;建立有效的狂犬病预防与控制的联合机构,加强现代化管理;有效利用犬只管理费用,实行资金透明化;规范和加大犬只的管理力度,强制犬只狂犬病疫苗的注射;根据不同人群制定宣传教育方法,普及狂犬病防治知识;以人为本,使狂犬病防治工作人性化。

Objective By analyzing the existing problems of rabies prevention and control work in Guangzhou city,to discuss the improvement measures with direction. Methods Visit all the administrative regions of Guangzhou city;understand the organization,funding sources,vaccine price and propaganda of local rabies prevention and treatment. Results Rabies prevention and control at present of Guangzhou city is not perfect- lots of policies without perfect contact mechanism,difficult to form resultant force;lack of management funds,insufficient positive degree of management staff; the disordered circulation of dog market,difficult quarantine work;increasing public dog,but low registration and vaccination rate;lack of propaganda vigor,insufficient awareness about rabies harm masses for crowd. Conclusion In order to effectively control the epidemic of rabies in Guangzhou city,it is suggested that to improve local laws and regulations,strengthen supervision,perfect the system of rewards and penalties;establish effective joint establishment of rabies prevention and control,strengthen the modernized management; effectively use of dog management costs,perform the capital lucidification;standardize and strengthen management of dogs,forced rabies vaccine injection; according to different groups formulate the propaganda and education methods,popularize the rabies prevention and control knowledge;people-oriented,make the rabies prevention and control humanity.
