山东省乡镇卫生院卫生人力资源配置公平性比较 被引量:2

A comparative analysis of health human resource allocation and the equity of township health centers in Shandong Province

摘要 目的:分析山东省乡镇卫生院卫生人力配置情况及公平性。方法:收集2008-2010年统计年鉴相关数据,分析卫生人力人均拥有量;利用Lorenz曲线、基尼系数和泰尔指数分析比较公平性。结果:2008-2010年山东省卫生人力资源人均拥有量呈上升趋势;卫生人力配置公平性变化不大,医师配置公平性优于注册护士;东中西部地区间的差异成为影响卫生人力资源配置公平性的主要因素。结论:山东省乡镇卫生院卫生人力人均拥有量增加,需进一步提高公平性、增强注册护士的配备、缩小区域间差异。 Objective To analyze the health human resource allocation and equity of township health centers in Shandong Province. Methods Data were collected from Statistical Yearbooks (2008-2010) to analyze the health human re- source allocation of township health centers. Lorenz curve,Gini coefficient and Theil index were used to comprise the equity. Results Number of health human resource per 1000 people in rural areas tended to increase from 2008 to 2010, however the equities were changed little. The equity of doctor was better than that of nurse. The differences among areas in Shandong Province became the key factors which affected the equity. Conclusions The number of health human resource of township health centers in Shandong Province has been increasing,however the equity should be increased. Allocation of registered nurses should be strengthened and the differences among areas in Shandong Province should be decreased in future.
