社区参与中的协商民主机制运作研究

社区参与是公民参与的一种基础形式。社区参与在社区发展中,体现出越来越丰富的内涵,作为基层民主的基本形式,其作用和意义在社区的全面建设中起到不可估量的巨大作用。近年来,在社区参与中的协商民主机制的涌现,体现了我国社区参与的新形式和新趋向,体现了公民与政府的合作,社会团体与公民的合作,以及公民与公民之间的合作,这一机制为公民平等参与以及表达公共诉求提供了平台。本文对城乡社区参与中协商民主的机制运作和价值做以介绍和分析。

Community participation is a kind of citizen participation in basic form.Community participation in the development of community reflects more and more rich connotation,as the basic form of democracy at the grassroots level,its role and significance in the development of community plays a great role of inestimable.In recent years,in the community to participate in the emergence of the deliberative democracy mechanism,which reflects China＇s community participation in the new form and new trend,embodies the citizen and government cooperation,social organizations and citizens＇ cooperation,and the cooperation between citizen and citizen,a mechanism for citizens equal participation and express public appeals to provide the platform.In this paper,the urban and rural community participation in deliberative democracy mechanism operation and value are introduced and analyzed.
