破解农村公共服务困境的治理之道

Plight of Rural Public Services and Its Solution

当前,农村公共服务的建设过程中还存在某些问题,如存在农村公共服务供给总体不足,农村公共服务水平远远落后于城市;基层政府在农村公共服务供给中负担过重等突出问题。究其原因,主要是由于国家财政支农投入有限、非均等的城乡二元化体制和非均衡的财权事权制度安排等制约了农村公共服务的发展。因此需要从定位政府责任,完善制度内的公共服务供给体制;合理配置各级政府财权与事权,加强政府体系内部的协同性;以公正平等为根本价值导向,建立均衡化公共服务供给体制等方面入手来完善农村公共服务,深入推进社会主义新农村的建设工程。

There are still many problems in the construction of the current rural public service, such as insufficient supply of rural public service,the backwardness of rural public service level compared with urban level, the overburdened basic level governments in the rural public service supply. Many reasons account for these problems,of which are limited financial investment, unequal dualizaiton system between urban and rural areas, non equilibratory system of financial power and governance power. Therefore,in order to better rural public service and push forward the construction of new socialist countryside, we should orient government responsibility, perfect the supply system of public service, properly allocate financial and governance power, strengthen internal cooperation within government and build balanced supply system of rural public service based on justice and equality.
