我国社会服务管理体制和机制研究

Study on Social Service Management System and Mechanism in China

长期以来,我国社会服务发展已不能适应经济和社会发展的需要,迫切需要建立和健全我国社会服务管理体制和运行机制。本文从国际比较的视角,探讨了社会服务范围扩大化的趋势,分析了我国社会服务管理体制的演变和面临的改革问题,对社区社会服务管理体制及其探索进行了总结,同时对社会服务购买进行了比较研究,最后,提出了我国社会服务管理体制和机制的发展取向:健全政府为主导的多中心社会服务供给模式,实现社区社会服务的复合生产及其管理再造,大力推进政府购买社会服务,建立多元参与的社会服务机制,推进社会服务的标准化和专业化。

Given that social service providing has lagged behind social and economic de- velopment in China for a long term, it is necessary to build up and improve social service management system and mechanism in China. From the international comparative per- spective, this paper analyzes the development of social service management system in China and the challenges facing China, and summarizes the community social service management system and its explorations. Then, it discusses the differences of govern- ment purchasing social service systems and proposes suggestions for developing our so- cial service management system and mechanism.
