摘要
选任资格与任命方式是教育厅长选任过程中两个基本环节。考察北京政府时期教育厅长的选任,就选任资格而言,虽无明文规定,但从任职者实际情况看,"学识"和"经验"是两个重要维度;教育厅长的任命方式则经历了从"一元"到"多元"的变化过程;在教育总长频繁更迭、地方军阀势力膨胀、民间学界力量不断壮大等多种因素的交织作用下,教育厅长的选任至为复杂。
The qualifications of selection and the approaches of appointment are the two basic links during the process of the selection and the appointment of the Education Di- rector-General. By analyzing the selection and the appointment process of the Education Director-General during the Peking Government period, we found that there were no clear stipulation on the qualifications of selection, but from the incumbents' practical situations, "scholarship" and "experience" were the two important dimensions The ap- proaches of appointment have experienced the changing process from "unitary approach" to "multiple approaches". The selection and the appointment of the Education Director- General were very complicated under the intertwined effect of various factors, such as the frequent changes of Education Minister, the expansion of local warlord power and the gradual growth of folk education academic power.
