无线电频谱从来就是监管最严格的资源之一．从广播、电视到移动电话基本上每一个无线电装置都依赖于无线电频谱。由于无线传输在二十世纪早期开始被监管，那时，一部发射莫尔斯电码的火花发射机就可以占满整个有用的频谱。上世纪二十年代美国政府第一个频率划分表只到60MHz，而且23MHz以上标为试验，国际上也大多如此。而现在的划分表已经到300GHz，绝大部分在60MHz以上。

With coming of different wireless services, wireless spectrum becomes the focus of attention from various circles. How to use limited spectrum resources to provide more efficient service is the development direction of wireless spectrum technology. Based on digital intelligent wireless equipment, cognitive radio technology allows several systems to share the same spectrum. In addition, the paper explains the concept of the so-called 'white spectrum' to eliminate misunderstanding of application of 'white spectrum' in the industry.
