地面应急气象观测工作流程与制度探析

Study on Flow and System of Ground Emergency Meteorological Observation Work

地面气象应急观测指气象观测站或当地发生地震、火灾、洪涝、雪灾、雷雨大风、地质灾害、环境污染、停电等突发事件时采取的紧急气象观测。建立健全应急气象观测流程和制度,在遇到突发事件时有章可循、有条不紊,可少出纰漏,减少错情。依据实际工作经验,结合基层气象站情况,设计了地面应急气象观测流程、地面应急气象观测演练制度、地面应急气象观测保障制度,这些流程与制度具有实用性和操作性强的特点,对基层气象站有借鉴意义,对业务管理部门有参考价值。

Ground emergency meteo- rological observation indicated that when earthquake, fire, flood, snow disaster, thunderstorms, geological hazards, envi- ronmental pollution, electricity and other emergencies took place, the local emer- gency meteorological observation was done. If unexpected events happened, ev- erything would be in good order well ar- ranged, and less error, by establishing ground emergency meteorological obser- vation process and system. Based on the practical experience and the situation of local meteorological station, the ground emergency meteorological observation process, ground meteorological observa- tion system of emergency drill and the ground emergency meteorological safe- guard system were designed. These pro- cesses and system were practicable and maneuverable, which were meaning for the local meteorological station and the business management department.
