佳木斯市农村养老保障工作实践与启示

Practice and Enlightenment of Rural Old-age Security in Jiamusi City

我国正在向一个老龄化国家迈进,养老问题越来越突出,中国在过去的十余年时间里,相对建立了一套比较完善城镇人口的社会保障体系,并加以实施。近三年我国对农村养老保障采取了从试点逐渐向全国推广的做法,在这过程中既吸取了一些宝贵的经验也存在一些问题,特别是对于黑龙江省佳木斯市这样的以农业生产为主的经济欠发达地区,就更需要做好农村养老保障工作,所以在这样的背景下和国情下,本文提出了对农村养老保障问题进行研究。

China is to move towards an ageing nation and pension problem has become increasingly prominent.In the past more than 10 years,China has set up a relatively complete social security system of the population in cities and towns,and has implemented it.Near three years,China took the way of promoting rural old-age security from pilot gradually to the whole nation,and in this process there were some valuable of experience,and also some problems.Especially,in the undeveloped areas in which the main industry is agricultural production,like Jiamusi city in Heilongjiang province,the old-age security work is more necessary.So in such of background and national situation,this paper studied the rural old-age security problem.
