摘要
工程总承包模式作为核电项目组织实施的新模式,能够充分发挥设计的主导作用,实现设计和施工的紧密结合,较好实现建设单位对工程质量、缩短工程建设周期和降低工程投资的要求。相对于传统核电工程承包模式,工程总承包模式中总承包商要承担工程质量、进度、费用和安全的"四大控制",因此费用控制的管理也就成为其最终能否盈利、盈利多少的决定性因素。以中国核电工程有限公司总承包某核电工程实践为基础,分别从核电工程项目决策阶段、设计阶段和施工阶段对核电项目工程总承包费用控制管理进行探讨,重点研究了施工阶段的费用控制的方法和措施。
EPC as a new mode of organization and implementation of nuclear power engineering project, which plays a leading role of design fully, helps the owners to improve project quality better, shortens construction period, reduces construction cost. Cost control is an important part of nuclear power engineering project contract management. It is the key of engineering what can make profit. Taking the practical experience of a nuclear power EPC construction engineering as basic, this paper discusses the cost control from the decision-making phase, the design phase and construction phase of engineering general contract management, focuseson research the methods and measures of cost control in construction stage.
