根据我省是一个水资源相对贫乏的省份，提出了因地制宜地选择节水灌溉方式和相适应的农业措施，不仅可以制止淡水资源状况恶化，最大限度的利用水资源，而且可以进一步发展农业生产力。

Based on the facts that Shaanxi Province is poor in water resources, it is suggested that the development mode for water saving irrigation should be selected to suit local conditions, and corresponding agricultural measures should be taken in accordance with irrigation method, so that the situation of fresh water may not be deteriorate in future, the resources may be utilized sufficiently, and the productivity of agriculture can be developed further.
