三门峡水库移民工程项目管理的实践与探索

Practice and Research of Resettlement Project Management in Sanmenxia Reservoir

在三门峡水库移民遗留问题处理工作中 ,建立了管理体制 ,健全了组织机构 ,制订了规章制度 ,规范了管理程序 ,编制了实施规划 ;在项目审批上 ,严格按计划管理 ;在项目质量上 ,加强施工管理和竣工验收 ;在经费使用上 ,加强资金管理 ;在工程运行上 ,注重后期管理。一期规划的实施初步改善了移民区的农业生产条件和大部分移民的基本生存条件 ,并顺利通过了水利部组织的验收。

During dealing with the left issues of resettlement in Sanmenxia reservoir, management system is established, organization and institution amplified, rules and regulations worked out, management procedure formulated, and implementation plan drew up. Plan management was strictly run in project approval. Implementation management and acceptance were strengthened to ensure project quality. Financial management was enhanced in fund expenditure, and attention was paid on later stage management in project operation. The agricultural production conditions in resettlement areas and basic living requirements for most residents are preliminarily improved, and the first phase implementation of plan has been smoothly checked and accepted by Ministry of Water Resources.
