小浪底库区第一期移民安置验收方法分析

Analysis of Check and Acceptance Method of First Stage Resettlement in Xiaolangdi Reservoir Area

对枢纽工程移民项目单独验收是一个全新的课题 ,小浪底库区第一期移民项目在安置验收方面作了有益的尝试和探索。第一期移民项目安置验收的重点是各项移民工程是否符合规划设计标准 ,移民是否得到妥善安置并具备可持续发展的基本条件以及移民经费的拨付和使用情况如何。具体验收分自验、初验和终验 3个阶段进行 ,分别由实施部门(地方政府 )、业主和主管部门负责。由于现行的水利水电建设工程验收规程难以满足移民工程验收的要求 ,因此建议针对移民工程特点编制移民工程验收规程。

Independent acceptance for resettlement project in key construction is a new subject. Effective trial and research have been conducted in the first resettlement project of Xiaolangdi reservoir area in aspects of residence and acceptance. The key points for resettlement acceptance of the project are if all the implementation are meet the requirements of plan and design, if the residents are perfectly allocated with basic conditions for sustainable development, and what is resettlement fund expended and financial status. The acceptance is divided into three phases, that is, self check up, preliminary acceptance and final acceptance, which are charged by project implementation agency (local government), owner and competent authorities respectively. It is suggested that acceptance regulation for resettlement project should be worked out aimed at the specific characteristics because the current acceptance regulation for hydropower construction is not meet the requirements of resettlement project acceptance.
