Talking about on Water,Water Resource and Water Work

本文论述了水资源开发与保护的关系 ,并就水务工作的有关问题进行了论述。

This paper divides into three parts.In the first part,the author gives his knowledge on water.The author holds that the water is one of the requisite of life,but it is more complicated as compared with the other requisites of the air and the sunlight.It has dual nature in many aspects,of which,for example,it is a source which both can bring benefits to mankind and,in the other hand,causes a heavy disaster to mankind,and so on.Therefore,it requires that all the projects having concern with the water should follow the principle of the unified management,the scientific decision and the efficient coordination. In second part,the author has talked about the “resources water conservancy”issue.He pointed out that one should acquire a viewpoint of the “resources water conservancy”from the strategy,the long-term and the whole point of view,as far as these viewpoints are concerned,the following,as some examples,are given;to protect the water resources prohibiting strictly the overdraft,the irrational transfer of water,and the destroying and pollution of the water sources,to develop water resources rationally,to supply water and allocate water scientifically and to take measures to meet the requirement of water environment. In third part,the author gives his opinion on how to make the water work well.It includes:1)the water work should accord with the objective laws fully;2)the characteristics of flood control and drought resistance should be seen clearly,the corresponding measures should be adopted in order of importance and urgency;3)the water pollution control should be managed certrally by the water department,the “green water project”should be done under the coordination of the relative departments as soon as possible;4)the water department itself should be studied and implemented to carry out the reform meeting the requirement of the socialism market economy quickly;5)several problems which should be considered on the aspect of project determination and works management of the water department;6)Shanxi provincial hydraulic engineering society should keep in step with the times to quicken its reform and development.
