Discussing into the Resource Water Conservancy

“资源水利”取代“工程水利”是中国水利发展的趋势 ,它是从我国经济社会跨世纪发展的战略高度着眼而确立的解决中国水资源问题的一种新思路。资源水利的核心是水资源配置 ,其发展方向是“环境水利” ,即要走一条水资源开发利用与人口、经济、社会、资源和生态环境相互协调 ,既能满足当代人的需要 ,又不对后代人的生存发展和潜在的非人类资源分享对象构成危害的新的发展道路。水资源的优化配置 ,应追求公平、效率和发展的目标。

In this paper,the writers deem that the “resource water conservancy”replaces the “engineering water conservancy”is the development trend of the water conservancy in China,and that it is a new thinking of solving the water resources problem of China,established on the basis of the high viewpoint of the development strategy in economic society striding into the new century in China.The core of the “resource water conservancy”is considered to be the allocation issue of the water resources,the development direction of the “resource water conservancy”being the “environmental water conservancy”,in other words,a new development road should be taken,for it to go where the development of water resources should be coordinated with the other factors important,such as the population,economy,society,other resources and ecological environment,and where not only the needs of people at the present generation would have been met,but also the existence and the development of people at future generations and other potential non mankind of the water resources sharer would not be endangered meanwhile.The writers emphasize finally that the allocation of water resource should pursue the objective of fairness,efficiency and development.
