The human capital and the technical progress have become the significant factors of production for economic development. Through these factors the higher education attains its promotion to the economic devel- opment. The higher education is the important platform to upgrade the human capital, the key to train the in- novation ability, the major means to cultivate the moral values. Meanwhile, it is also the important highland for inheriting the scientific knowledge and the reproduction of talented persons. Therefore, to speed up the de- velopment of higher education has vital function to push forward the regional economic development.
