三峡二期工程混凝土生产系统设备监理初探

Supervision for equipment of concrete production system in TGP Stage Ⅱ works

三峡二期工程中有些大型施工设备属于业主所有 ,由承包商租赁使用。根据这一特点 ,业主为保护设备聘请了施工设备监理。监理单位要按照“设备监理合同书”的要求 ,在业主、承建单位、生产厂家、维修服务单位之间协调各种关系。依据监理合同书的要求 ,监理单位负责对业主设备的交接、安装拆除、使用、保养、修理、配件供应、仓储、位置移动、培训等进行全过程、全面的监督管理。采用“约束、控制、反馈、完善”机制开展监理工作 ,健全设备运行的技术监督及设备保养与维修制度 ;对设备安装、运行、维修质量进行控制等 ,及时处理设备上发生的各类问题。通过设备监理 ,对保障业主设备资产的完整、防范设备的早期损坏和资产的流失 ,起到了很好的作用。

In the construction of the stage Ⅱ works of the Three Gorges Project, some large construction equipment are possessed by the project owner and used by contractors in accordance with lease contracts. In order to protect the equipment, the owner engages engineers for construction equipment supervision. In accordance with the contracts for equipment supervision, the supervisory units need to coordinate various relations among the owner, contractors, manufacturers and maintenance services and to execute a full process and overall supervision of the equipment in handing over, installation, dismount, use, maintenance, fittings supply, storage, transportation and technical training, etc. A mechanism of “constraint, control, feedback, perfection” is adopted in supervision to perfect the system of technical supervision of equipment operation and the system of equipment protection and maintenance, and to control the qualities of installation, operation and maintenance of equipment, resulting in timely treatment of various problems on construction equipment. The construction equipment supervision plays a good role in guaranteing the intergrity of the owners equipment assets and preventing the early damage of equipment and loss of assets.
