互联网技术的不断发展和社会化媒体的迅速兴起,加之我国社会转型期的复杂局面,使得互联网传播管理面临诸多困境。技术管理可以弥补互联网法律规制和网络道德规范的不足,但其本身的合法性是关键。因此,技术管理应借鉴国外经验,坚持法治原则和透明原则,遵从网络传播规律,最终推动宏观与微观两个层面相结合的技术管理模式。
