家庭契约制服务发展前景与瓶颈

DEVELOPMENT PROSPECTS AND BOTTLENECKS OF HOUSEHOLD CONTRACT SYSTEM SERVICES

目的通过对基础医疗服务和公共卫生服务及家庭出诊的实践,探索建立家庭契约制服务的社会需求、发展前景,面临的问题,探索解决方案。方法对60岁以上人群604人发放问卷和家庭征询,进行综合分析家庭契约制服务制度。结果建立家庭契约制服务是建全社会保障制度的一部分,需求量大,发展前景乐观;现存保障制度不完善,信息网络系统不健全,居民对家庭契约制服务内涵不明确,信任度不高,全科医生团队的积极性不高、畏难情绪、媒体误读家庭契约制等问题突出。结论 "家庭契约制服务"是优质、便捷的社区卫生服务;是目前紧缺的医疗资源,应提高服务质量和拓展内涵,不同人群提供针对性的服务,不断满足社区居民对"家庭契约制服务"的需求。

Objective To set up a household contract system services and explore its social needs, development prospects,problems in practice and eventually get the solutions through the practice on the basis of medical, public health services and family visits. Methods A questionnaires and family consultations were given to 604 people over the age of sixty, then a comprehensive analysis of the family contract services system were performed. Results The family contract system services, with a promising future and big demands, was an important part of the social security system . However, the existing security system had some burning problems as follows to be solved： 1）the information network system was defective; 2）the connotations of the household contract system services were not clear to some residents, people don＇t quite trust it; 3）the third problem was that the enthusiasm of the general practitioners were not high and they were afraid of the difficulties; 4）the media misleading of the household contract system was another important problem. Conclusions Household contract system services＂ is a high- quality, convenient community health services. It is a kind of medical resources which is scarce in the current. So we should improve its service quality and expand its connotation. We also should provide targeted services to different groups and continue to meet the needs of ＂household contract system services＂ for residents.
