摘要
以频度统计法筛选的指标为基础构建科技创新型生态城市评价指标体系,通过泰尔指数评价模型对中国4个直辖市和5个经济单列市2010年数据进行实证分析。将泰尔指数用于赋权,反映了指标值与指标均值的差异越大权重越大的思路;在对样本城市聚类基础上对指标进行差异分解,从类内差异和类间差异两个层面揭示不同城市发展水平出现差异的原因,解决了现有研究只重视评价结果而未对产生结果的原因进行深入分析的弊端。
Based on the screened indicators with frequency statistics method, the paper establishes an index system of sci- entific and technological innovation eco - city. Theil index method is used as the evaluation model through the cross - sec- tion measurement data of 4 municipalities and 5 cities with independent plauuing in 2010. The characteristic of this paper are as follows : First, the method of Theil index which reflects the levels of inequality of date is put forward tbr the weight. The weight reflects that the greater the difference between the date of city and the means of this indicator, the bigger the weight will be. Second, based on the clustering analysis on the samples cities, the Theil index method is used to decom- pose the indicator difference, it reveals the differences of urban development level from 2 aspects : the intragroup difference and the intergroup difference. It solves the disadvantages that it only cares about the evaluating result, and neglects factors of result in recent research.
