摘要
构建区域知识产权能力评价指标体系,采用支持向量回归机建立区域知识产权能力指标数据到区域知识产权能力得分的转换模型。利用2005年~2010年全国七大区域的数据,对区域知识产权能力排名进行回归分析,简化了AHP法的计算过称。研究发现,全国七大区域知识产权能力最强的为华东地区,华南地区,华北地区;华中地区,东北地区,西南地区居中;西北地区靠后。在此基础之上,对各区域知识产权能力的提升提出一系列对策建议。
The paper constructs a valuation index system of the ability of regional intellectual property and the transforma- tion model of regional intellectual property index data to regional intellectual ability score by using Support Vector Regres- sion ( SVR ). The paper uses the index data of seven regions in China from 2005 to 2010 and does regression analysis of the regional intellectual property capabilities rank, simplifing the traditional AHP method process. The paper finds that the east, south and north China are regions with the strongest capability of intellectual property; The central, northeast and southwest China rank in the middle and the northwest area ranks at the last. On this basis, the paper puts forward a series of countermeasures and suggestions in enhancing the ability of the regional intellectual property.
