苏南城市社区治理模式分析与价值思考

社区作为社会的基础细胞,是现代公民社会中公民个体行使政治与经济权利,获取公共产品与公共服务,进行社会生活与社会交往的最基本载体,同时也是社会问题和社会矛盾的集聚。因此社区和谐是整个社会和谐的基石,社区管理创新是社会管理创新的关键。改革开放以来,苏南地区对社区管理创新进行了持续探索,取得了一定的成绩,但仍然存在着社区治理价值旨归不明晰,创新内容碎片化,自治形式重于内容,部分制度执行不严,新旧管理理念交织以及社会组织无力担纲自治平台等问题。还需要进一步通过明确价值指向,转变管理观念,加强制度管理,建立配套政策,加快手段创新和做强社会组织,从而强化创新实效,提升社区治理科学化水平。

It is also the final chain where social problems and social conflicts accumulate. It is no exaggera- tion to say that harmony of communities is the foundation of our Party and social harmony. In this sense, adminis- tration of the community is the key to strengthening and innovating social management. Since the reform and opening- up to the outside world, some successful efforts have been made to innovate social management in Suzhou. But still, problems concerning systematic and overall management needs to be addressed to improve management skills to provide new force for our cause of modernization.
