中部六省资源、环境与经济发展协调度评估分析

A Study on the Coordination Degree of Resources,Environment and Economic Development in the Six Midland Provinces

中部地区居大陆腹地,对国家发展有重要的战略意义。2006年,随着"中部崛起"战略的提出,中部地区的经济发展,类似东部地区环境问题开始凸显,环境和生态方面恶化态势开始显现。在新发展形势的要求下,需要针对经济发展和资源环境的协调性进行新的评估。本文建立了经济—资源—环境系统协调发展度评估模型,分别测算了中部六省2000—2010年,经济、资源、环境系统间两两协调度和三系统综合协调度,并进行分析。研究结果显示,经济—资源—环境系统中,仅仅提高其中两系统的协调度,不一定能对整个系统的综合协调度产生积极影响,只有其中所有的两系统间协调度都提高了,才能保证整个系统的综合协调度提高。

The six midland provinces mean a lot to Chinese economy.After the ＂Central China＇s emerging strategy＂ proposed,it has a rapid GDP growth in six midland provinces,but the environmental problems as east provinces appears at the same time.In this new situation,it needs a new standard which contains the coordination between economic development and environmental situation.This article brings a new scientific evaluation index system to evaluate the socio-economic development and environment coordination in the six midland provinces which is based on the situation of resource,environment,social-economic development and characteristics of provinces with differential power analysis.The result shows that to the six midland provinces in Ec-Re-En system,only when the coordination of the two systems is both improved,a positive impact on the whole system coordination can be guaranteed.
