区域失衡是常态,平衡只是"临界"状态。给定政策操作空间和调控边界,依靠财政支出实现区域平衡发展,能否发挥财政政策的区域效应则关乎长期经济增长的稳定和可持续发展。在协调和平衡目标设置下,财政体制与市场机制运行的互动相得益彰,需要审视对待财政政策效应的作用时限。文章通过研究文献收集"理论证据",并配以财政分权体制变轨及运行实践,丰富了区域和财政经济学学科关于"平衡、协调发展"的内容体系。

Imbalanced regional development is normal, and balanced development is transition condition. Rel- ying on fiscal spending to achieve balanced regional development is a suboptimal goal, but there is space and a boundary for policy adjustment. Research on the regional effect of economic growth over the long - term deter- mines stability and sustainable development. On the goal of harmonious and balanced regional development, the fiscal system and market mechanisms are interactive and complement each other, and it is necessary to identify the time limit for the effectiveness of fiscal policies. Based on the literature and facts, this paper provides a the- oretical framework and evidence, enriches the system of regional economics and finance concerning the theory and empirical study of balanced harmonious development, enriches the application of economic theory to reality, and urges the development of a theory of China＇s fiscal and economic linkage development that has balanced re- gional development as its target.
