摘要
水电具有循环可再生、长期成本低、综合效益大等优势,对改善能源结构、减排温室气体、保护生态环境、保障能源安全和促进经济社会可持续发展具有十分重要的战略意义;而水利枢纽工程一般具有防洪、灌溉、拦沙减淤、通航等多重社会公益性功能,对一个地区乃至一个国家的经济发展、社会和谐、环境改善都有着积极而深远的影响。因此大型水利水电项目的建设是一个国家实现可持续发展的必然选择。从顶层设计、科学规划、理清思路、解决问题、政策配套和合理回报等角度总结、思考嘉陵江亭子口水利枢纽建设管理实践,探索大型水利水电建设管理机制,以利于解决好大型水利水电发展中的热点、难点问题,促进水利水电建设事业的科学发展。
The hydropower is a renewable energy with lower long-term c, ost and higher comprehensive benefits, and has very.importanl strategic roles on improving energy structure, reducing greenhouse gas emissions, protecting environment, ensuring energy security and promoting suslainable economic and social development. The water control project generally has multiple public functions on flood control, irrigation, sediment control and navigation, and a posilive and far-reaching impact on economic dcvelopment, social harmony and environmental improvement of at region or a country. Therefore, the construction of large-scalewater conservancy and hydropower project is an inevilable choice of a country to achieve sustainable development.The construction management practices of Tingzikou Water Control Project are summarized from the aspects of top-level design,scientific planning.thinking clearing.problem solving.policy support and reasonable benefits,which is to explore the sonstruction management mechanisms of large-scale water conservancy and hydropower projects for solving the difficulties in the development and promoting the scientific development of these projects.
