中国土地市场化改革:制度变迁及其特征分析

Land Market Reform in China:Institutional Change and Character Analysis

本文在对中国土地市场化改革政策变迁过程进行梳理的基础上,运用制度变迁理论分析中国土地市场化改革的特征,揭示蕴含其中的政策启示。研究结果表明,中国土地市场化改革是当事人在一定的制度环境约束下围绕外部利润相互博弈的结果,而外部利润的产生又与制度环境的变化有关,中国土地市场化改革具有显著的路径依赖特性,市场机制在配置土地资源的过程中发挥越来越重要的作用;中国土地市场化的每一次改革,都是相关制度在边际上调整,并沿着不断提升土地市场化水平的方向演进;随着中国市场经济体制改革的深入推进,深化土地市场化改革是历史选择的必然。

Based on combing the historical tracks since 1978,the character of the land market reform in China was analyzed by the institutional change theory and the policy implications were revealed.The results showed that the land market reform was the result of parties mutual game around external profit in certain institutional environment,and the generated of external profits were associated with changes of institutional environment,and land market reform appeared significant path dependent properties.The market mechanism is playing a role in the allocation of land resources.Every reform was related institutions’adjustment in the margin.It developed along the direction,which can promote the level of land market.Speeding up the land market reform is Chinese government's inevitable choice with further development of market economy reform.
