煤电基地建设对内蒙古锡林郭勒盟乌拉盖水库周边水环境的影响 被引量:5

摘要 煤炭资源丰富的内蒙古锡林郭勒盟是我国重要的能源产业基地之一,在国家"十二五"规划中将建设为国家重点大型煤电基地。乌拉盖水库是锡林郭勒盟唯一的一座大(Ⅱ)型水库,每年可为煤电基地的建设和开发提供4760万m3的水。为保证工业用水,水库从2004年后从未向下流放水,造成了下游河道干涸、湖泊退化、湿地消亡、草原荒漠化等生态环境恶化现象。通过煤电工业需水分析,水库每年提供的工业用水量无法完全满足规划的生产需要。脆弱的生态环境,短缺的水资源无法保障煤电基地的发展和经济的可持续增长。为协调经济发展和生态环境保护,需对流域进行综合规划,在满足生态用水的情况下合理建设煤电基地。同时,实施科技创新,坚持发展以洁净煤为基础的电力工业,实现能源建设与生态环境保护的健康、持续发展。 Xilinguolemeng, Inner Mongolia which is rich in coal resources, is one of the important energy industry bases in China. It will be the national key coal power base in the " Twelfth Five -Year -Plan". Wulagai water reservoir is the only one large ( H ) reservoir, can provide annual 47.6 million m3 of industrial water for the construction and development of coal power base. In order to guarrantee the industrial water need. It never draw off since 2004, which caused ecological environment deterioration, such as drought of rivers, lakes and wetland degradation, The water reservoir can not provide enough water resource for the water demand of the planned coal power industries completely. Fragile ecology, and shortage of water resources can not guarantee the development of coal base and sustaine economic growth. For coordination of economic development and ecological environment protection, we netd to carry on comprehensive planning in river basin. The reasonable coal power base could be constructed afar meeting the ecological water demand. At the same time, scientific and technological innovation should be carried out. To make the energy construction of ecological environment protection and sustainable development. , the development to clean coal as the foundation of the electric power industry should be carried on.
