浅议国有地勘单位分类改革

Thoughts on the Classified Reform of State-owned Geological Prospecting Institutions

国有地勘单位是我国地质找矿的主力军,深入分析国有地勘单位面临的形势、现状和问题,将有利于我国地勘行业的可持续健康发展。当前,国有地勘单位改革发展面临新的机遇,全国正积极推进事业单位分类改革,但国有地勘单位依然面临众多的历史遗留问题和分类改革过程中产生的新问题。因此建议:进一步做好国有地勘单位分类改革指导工作,建立地勘单位分类改革的激励引导与规范约束机制,研究细化地勘单位分类改革的支持政策,统筹考虑中央与属地化管理地勘单位分类改革,引导区域地勘队伍的合并重组,同时地勘单位自身要积极应对分类改革。

The state-owned geological prospecting institutions are the main force of China＇ s geological prospecting. Analysis of the challenges faced by these institutions, the current situation and problems is helpful to the sustainable and healthy development of the geological survey industry in China. These institutions have now new opportunities, and the classified retorm of state-supported units is actively carried out, but they still face many problems left over by history and the reform processes. Therefore, it is recommended to guide the classified reform of state-owned geological exploration units, to es- tablish the promptings and constraint mechanism, to study the support policy for the reform, to consider classified reform of the central and local state- owned geological prospecting units in a unified way, to guide the merging and reorganization of the regional geological survey teams, and to encore＇age the geological exploration units to response actively to the reform.
