International Vision of the Middle-Income Class: Differences in Definition,Index System and Area Differences

扩大中等收入劳动者群体我国可选择由政府引导和推动的、自发与自觉相结合的路径。在初次分配领域,应通过政府减让税费扩大劳动报酬增长空间、推动劳动力市场建设、引导企业让渡利润以让职工按贡献分享发展成果、通过引导就业升级和扶持自主创业扩大中等收入劳动者来源、加强工资支付保障与正常增长机制,推动更多低工资劳动者进入中等行列。

To expand the middle-income workers group can be guided and promoted by the government by spontaneous and conscious ways.In the initial distribution field,the government should reduce tax to increase labor compensation growth space and to promote the building of the labor market,to guide the enterprise to transfer profit to let the employees enjoy the developing fruits according to their contribution,to upgrade the employment and support self-employed in order to enlarge the group of middle income workers which is guided by the government,to strengthen the protection and the normal growth of wage payment mechanism,and to promote more low-wage workers into the middle ranks.
