摘要
促进城乡基础教育均衡发展,关键在制度建设。成都市作为全国统筹城乡综合配套改革试验区和国家统筹城乡教育综合改革试验区,按照科学发展观要求,从破除城乡教育二元体制入手,着力构建了以发展规划、办学条件、师资配置、经费投入、教育质量、评估标准"六个一体化"为主要内容的城乡基础教育均衡发展制度体系。成都的实践表明:要实现城乡基础教育均衡发展,必须确立公平共享的制度设计理念,必须坚持政府主导的教育发展路径,必须建立全域统筹的资源配置机制,必须形成城乡互动的共同发展格局。
It is the system construction that plays an essential role in improving the balanced development of basic education in urban and rural areas. Chengdu, an experimental zone under the national policies of both supporting facilities and edu- cation reform to better the coordination between the two areas, starts with the abolishment of the dual system in ur- ban and rural education according to the Scientific Outlook on Development, then erects and improves the system of the balanced development of basic education in the two areas. This system, mainly including the development project, school-- running condition, faculty allocation, financial input, education quality, and assessment standard. Chengdu ~ s case shows that, only by setting up the designing idea of fair--and--share system, by insisting on the government-- led route of education development, by establishing the resource allocation mechanism of all--area coordination, and by forming the pattern of common development with interaction between urban and rural areas, can the system for the balanced development of basic education be thoroughly realized.
