New Ideas of the Work Regarding Letters and Visits

本文重新界定了信访工作具有审视公共政策的科学性、反思社会管理体系的科学化构建、警惕社会公众的隐性不满的内在价值,提出有关新时期信访工作的新思维与新理念,阐述了新时期信访工作要承担起接受人民群众监督、引导民主和补充法治的功能,提出理论研究应成为开展信访工作的重要方法,科学化、学科化、专业化、数字化是信访工作创新的重要范畴,推动信访工作从表层汇总型信访向深层剖析型信访转变,从实务操作型信访向理论研究型信访转变,从参与保障型信访向服务决策型信访转变应成为信访工作的重要目标。

This paper redefines the work regarding letters and visits and has intrinsic values on examing the effectiveness of pub- lic policies, reflecting the scientific construction of social management system and guarding against the implicit dissat- isfaction of the public. It presents the new ideas of the work regarding letters and visits and expounds that such work should undertake the functions of accepting supervision by the masses, guiding democracy and complementing the rule of law in the new period. It also presents that theoretical research should be an important method to carry out the work regarding the letters and visits. Scientification, institutionalization, specialization and digitization are the impor- tant areas of innovation. The important goal is to promote the type transformation of letters and visits from summary to dissection, from practical operation to theoretical research, and from participating security to serving decision mak- ing.
