摘要
当前高校科技创新政策执行过程中的诸多问题,已经引起我国政府和高校的高度关注。本文着重探讨了高校科技创新政策执行过程中的问题,并针对高校科技创新的学术腐败行为蔓延和扩散的根源进行了深层次的分析,通过深刻剖析高校科技创新政策和管理过程中的"执行偏差"现象及其归因,以期为政府和高校今后完善和强化科技创新政策执行效度提供科学依据。
The problems in the process of implementing the current science＆ technology innovation policies have aroused great concerns from government and universities. This paper emphatically analyzes the issues in the process of policy imple- mentation in universities and explores the deep origin of academic corruption＇s spread and diffusion. Based on the a- nalysis of phenomenon of ＂implementation deviation＂ of science ＆ technology policies in universities, this paper aims at providing reliable foundation and feasible advices for government and universities to promote and strengthen the im- plementation validity of science ＆ technology policies in the future.
