Based on the speedy development of architectural enterprises and severe competition among architectural enterprises, the paper indi cates the allJrounded, wholeprocess and systematic program management from four steps, and points out the management of construction programs can be commonly accomplished onIy by establishing scientific organization structure and realizing mutual coordination of all institutes.
