日本农业灾害金融补偿制度及其对中国的启示——以东日本大地震为例

日本的农业灾害补偿覆盖面广,组织体系完整,在基层农业共济组合、都道府县联合会、国家农林水产省等三个层面明确了各自的职责,使农业共济在东日本大地震后实现了对农业和农民的有效救助和补偿。这为中国建立完善的农业灾害金融补偿法规政策、加强农业保险组织体系建设等工作提供了有益的借鉴。

Japan＇s agricultural disaster compensation system structures as well as functions at different levels, ie. Nosai union as grassroots, Nosai combination as administrations, and the Ministry of Agriculture, Forestry and Fisheries of Japan as national top. The whole comprehensive mechanism leads to wide coverage and clear respective responsibility which makes Nosai function well in response to agriculture compensation and farmers salvage after the great east Japan earthquake. Nosai could be a strong reference for China＇s agricultural disaster compensation in several aspects, like improvement in regulations ＆ policies establishment, organization system strengthening, etc.
