Practice and Exploration on Balancing Rural and Urban Medical Insurance Mechanism

我国现行的医疗保障制度明显存在农村和城镇的待遇落差大,农村推行新型合作医疗制度,城镇推行社会医疗保险制度。城乡社会医疗保险制度三维分立态势的设置,使得两者的差距不断加大,整合优化势在必行。江苏省扬中市医保管理部门积极探索新形势下城乡医保的新途径,逐步建立起城乡一体化的医疗保障体系。

The current rural and urban medical security system is great different. In rural area, the new cooperative medical system is developed; in urban area, the social medical insurance system is implemented. The separation of rural and urban medical security system makes the gap increased, so the integration and optimization is imperative. Medical insurance management department of Jiangsu Province, Yangzhong City actively explores new ways of urban and rural medical insurance under the new situation, and gradually establishes the integration of urban and rural medical security system.
