对《高标准基本农田建设标准》的解读与建议

Interpretation and Suggestions on Construction Standards for High Standard of Basic Farmland

对基本农田建设的"高标准"定位等问题进行研究,指出高标准基本农田建设亟待解决的关键问题有:建设任务艰巨;标准细化问题有待解决;资金投入与建设任务存在"倒挂"现象;工作机制不完善,耕地分割、细碎化现象严重;土地权属复杂;资金分散,劳动力大量外出,与新农村建设不协调;等等。为加快高标准基本农田建设,推进这项工作,确保国家粮食安全提出建议,主要包括:解放思想,创新理念;科学规划,落实责任,尊重人民群众意见;强化资金管理,创新工作机制;提升建设的"软实力"水平,加强工程的后期管护。

This paper studied the ＂high standard＂ orientation of basic farmland construction,and pointed out key problems：the difficult task of construction;standard thinning problem;capital investment and construction tasks was ＂down＂ phenomenon;imperfect working mechanism,serious cultivated land segmentation and finely phenomenon;land ownership was complicated;and scattered funds,and labor out,and incongruous new rural construction as well etc.To expedite the construction of high standards basic farmland,to promote the work,the thesis put forward some suggestions to ensure national food safety,mainly including：the emancipating mind,and the innovative ideas;the scientific planning,and high responsibility,and respectful people＇s opinion;strengthened funds management,and innovative work mechanism;the promotion of construction of the ＂soft power＂ level,and the final-period management of the project.
