Market Economy and Government Management:What is the Cornerstone of Securing the Implementation of Economic Policy?

2012年经济增长下行压力加大,各地方采取了积极有效应对措施,实现经济平稳发展。该文根据对皖粤黔川四省的调研,在肯定成绩的同时,也找出了一些存在的困难和问题,并从长期困扰中国社会主义市场经济发展的思维习惯、管理体制、政策法规和运作路径入手,提出转变行政管理思路、改善行政工作方法等对策建议。

During the year of 2012, both the central and local governments, which were under the pressures of economic lower growth, comparing to those in the preceding years, pushed out a lot sub-policies and economic instruments, and have finally achieved their goals, maintaining the economic growth rates. However, in the process of the achievement, there are some problems and difficulties emerged, which have been already accumulated year after year and ignored before under the economic rapid growth, including pattern of thinking, administrative management, policies and rules, and operational paths. The article will try to figure out some of these, based on the investigation of the economic operations in Anhui, Guangdong, Guizhou and Sichuan provinces, and give out some comments, inter alia, how to improve our governmental administrative management and how to develop our market economic system and what is the relationship between them, for the purpose of keeping our economic growth secured mainly by the institutions and not by the attentions of the people.
