摘要
对"三公消费"进行网络监督,符合当前权力监督的大趋势,并已显示出强大的震慑力。从"三公消费"的预算制定、行为监督和问责三个方面构建"三公消费"网络监督体系,可以有效地控制不合理的"三公消费"。未来有必要建立"三公消费"网络监控平台,建立网民参与"三公消费"预算制定的长效机制,鼓励网民举报"三公消费"腐败行为,推进网络监督"三公消费"的法制化。
Internet based supervision on ＂official receptions, vehicles and overseas trips＂ complies with the supervi- sion trends and shows strong deterrence. The internet based supervision system consisting of budgeting , consumption behavior spervision and accountability may reduce improper consumption. It is urgent to build internet based supervi- sion platform, to set up a long-term mechanism on netizens＇ participation in budgeting, to encourage netizens reporting related to corruption, and to legalize internet based supervision on ＂official receptions, vehicles and overseas trips＂.
