摘要
本文提出并分析了"舆情雪球"现象。"舆情雪球"现象是新媒体环境中网络舆情与舆论之间相互转换和反复推动的一种直接结果。依靠新媒体手段(如微博和手机上网等),网络舆情经常和大量地转化为网上舆论和社会舆论,而后者又大大地刺激了前者,如此往复地强化了民众的利益诉求,增加了对政府民生工作及其他各项工作的监督。"舆情雪球"现象的出现,使得我们不得不更加重视民意诉求的存在,也不得不更加重视民意诉求转化为社会舆论后对决策过程的压力作用。
The paper points out and studies the phenomenon of "snowball" of the public opinions and sentiments. This phenomenon often occurs in the internet, especially, in those new internet tools like cell phones by using which people can get access to the internet and express oneself publicly. In this background, people's demands can be stressed a lot because people' s demands are transformed into public opinions and then these public opinions are changed into stronger demands. In this situation, pressures on the governments are getting stronger and stronger.
