多级政府分工模式与我国行政管理体制改革

On the Division Pattern of Multilevel Government and the Reform of China’s Administration System

多级政府之间的纵向分工模式是行政管理体制的重要方面。我国政府机构的历次改革偏重于横向的部门设置和分工调整,而在政府之间纵向分工上多限于行政管理权限的调整,并没有触及多级政府之间分工模式的实质性改革,也就没有取得缩小政府规模的效果。本文提出权限分级模式和分事模式两种多级政府分工模式类型,分析了权限分级模式的弊端。建议在我国行政管理体制改革中,注重多级政府的纵向分工,改革权限分工模式,借鉴分事模式,以有效缩小政府规模和降低政府成本,建立责任政府,增强地方政府活力和鼓励地方政府创新。

The division pattern of multilevel government is very important to the administrative system. All the previous governmental organization reforms in our country mostly focused on the horizontal adjustment of organizations and respon- sibilities among departments, while the vertical adjustment is confined to the limits of authority. In the process, the division pattern of multilevel government was not dealt with substantially, and the status that the governmental organization is con- stantly expanding was not changed. This paper put forward the concept of division pattern of multilevel government and two patterns which include the division pattern according to the extent of power and to the routine power, and analyzed the dis- advantage in the pattern according to the extent of power. The suggestion is that we should use for reference of the division pattern according to the routine power, properly reduce using the division pattern according to the extent of power, in order to propel the administration reform in our country which aims at decreasing the administration cost, enhancing the admin- istration efficiency and constructing responsible government.
